Reimagining Planning for a Thriving Future: Cairns Regional Council’s Bold Leap into Innovation
In an era defined by rapid growth, shifting community needs, and increasing complexity in urban development, Cairns Regional Council’s Development & Planning Branch has taken a bold and visionary step forward. Determined to redefine what it means to be a future-ready council, the Branch partnered with Therefor Group to deliver the Benchmarking and Innovation Project – an ambitious initiative designed to elevate performance, empower staff, and deliver exceptional outcomes for the Cairns community.
This project was not simply a review of current practices – it was a catalyst for transformation. It sought to uncover hidden potential, challenge conventional thinking, and position the Branch as a leader in planning and development excellence across Queensland and beyond.
With a strong focus on Industry Best Practice, Workforce Planning, and Innovative Improvements, the project examined every aspect of the Branch’s operations. This included planning, engineering, construction management, and environmental services – ensuring a holistic view of the development lifecycle and its interconnected functions.
Benchmarking

The project was underpinned by deep engagement with internal teams, executive leaders, and external stakeholders, including industry experts and peer councils. Through workshops, interviews, and benchmarking activities, the project mapped current realities and identified future opportunities. It benchmarked against eight high-performing councils across Australia, generating valuable insights that informed a suite of forward-thinking, evidence-based strategies.
Structured around a ‘theory of change’ framework, the project unfolded in three key phases: Inform, Analyse, and Report. This approach ensured that all recommendations were data-driven, strategically aligned, and tailored to the unique context of Cairns and its evolving needs.
The outcome was a comprehensive roadmap for transformation, featuring practical and high-impact recommendations across five strategic focus areas:
- Resourcing and Capacity Building
- Process Optimisation and Team Design
- Professional Development and Engagement
- Customer Experience Enhancement
- Innovation Enablement
This initiative has laid the foundation for a more agile, responsive, and innovative planning function. It has sparked a culture of collaboration, creativity, and continuous improvement that will shape the region’s future. Cairns Regional Council is not just adapting to change – it is leading it with confidence, clarity, and purpose.
