Project Overview

31 Duncan Street is one of Fortitude Valley’s best office addresses. Built in the heart of Chinatown Mall, the building achieved a range of complex construction and refurbishment works. The office tower provides much needed daytime activation in the mall, and through strong architectural and landscape design, positively contributes to the nighttime economy of the Chinatown Mall and Fortitude Valley more broadly.

Therefor Group was engaged by LKM Holdings Pty Ltd to deliver three separate changes to existing approvals over the site.

The Planning Team was responsible for the development of the complex application structure that ensured the application for these changes met the requirements for Code Assessment, and in doing so, delivered an approval for the clients in under 4 months.

To achieve this goal, we worked collaboratively with Council to resolve design and planning issues, and deliver the outcomes expected of the client.

Project Outcomes

The changes requested by the client included:

  • Amendment to the layout for the existing multi-level car park.
  • Amendment to the lower-level tenancies (to the Chinatown Mall).
  • The addition of 10 levels of new office building expansion above.

To deliver the required approvals, the team had to work through multiple overlapping change applications and deal with various historic approvals on the site. Therefor worked collaboratively with the project architects, Nettleton Tribe, to create a design that would satisfy all of Council’s requirements, from top to bottom.

31 Duncan Street’s prominent location, and the fact that facade artwork and car park screening were required, contributed to a complex approval process that was navigated with a successful outcome.

Additional project challenges around waste management were solved through an ongoing commitment to working effectively with Council’s Waste Department, with a retrofit of existing waste storage and collection facilities approved, and an alternate commercial collection regime created.

Leading Change

Therefor Group believes that collaboration is key to leading change. Working closely with Council and the client to truly understand the multifaceted approval framework and being able to integrate the various overlapping aspects of these required approvals contributed to the creation of a final product ready for construction in a very short period of time.
